The tool head looks and feels like it's a decent high speed steel, and is well machined and ground. Sometimes, these types of multi-edge deburring/chamfering tools are prone to chattering, producing polygonal holes instead of round ones – that doesn't seem to be the case with this one, it produced nice round chamfers. I've used it primarily for cleaning up edges on holes drilled on a lathe.
