Would have put this in the Q&A but cannot answer my own question - Well 2 said yes "o" rings included and 2 said no. I have just received the item and there were no "o" rings. I think Laguna has caused the confusion because both the bulb and the spares kit (Bulb + "o" rings) are called PT1601. Would have been useful if the supplier had answered. I used the old "o" rings - no problem after a clean and re-grease, although Laguna advice is to replace "o" rings with bulb.
